Place brisket in large pot or baking pan. Add water, soy sauce and pepper. Cover and simmer 2½ - 3 hours. Add onion, green pepper, raisins, brown sugar and apple slices. Simmer 30 - 40 minutes more. Remove brisket and slice. Serve, covered with pan juices.
